PRINCIPLE
The Personalised Autonomy Allowance (APA) is an allowance intended for the elderly.
It is available to people staying at home or in a ahome.
The applicant must meet a number of conditions to qualify for it.
Once the benefit has been allocated, the recipient needs to follow certain obligations towards the General Council.

Conditions to be fulfilled
All of the below must be met:
- Be 60 years of age or over,
- Lack or loss of autonomy due to physical or mental condition,
- Need help to carry out everyday daily tasks or be in a condition requiring regular support (groups 1 to 4 of the AGGIR Grid),
- Stable and permanent residency in France,
- And for foreigners, be legally resident in France.
Note: the allocation of the APA is not subject to conditions of resources. However, a sum (the "co-payment") remains the responsibility of the beneficiary, unless his incomes is less than €725.22 per month
Obligations of the beneficiary
To keep the APA, the beneficiary has responsibilities to the Departmental Council:
Declare that the person or the home help service is paid by this allowance, provide proof of use of the aid (salary slips, Urssaf declarations, job service check stubs, home help service bills, technical aid bills, etc.), report any change that occurs in their situation (moving, hospitalisation, change of home care provider, changes in their financial situation…).
APPLICATION FILE
File application
The APA request is made by filing or sending a file to the president of the Departmental Council of Residence.
The file is issued by the services of the Departmental Council of the Department.
It is also available from social security, social or medical-social security organisation (in particular municipal or inter-municipal social action centres), mutual societies or home help services, which have concluded an agreement with the department.
Documents to attach to the file
- French nationalities or citizens of another member state of the European Union: a photocopy of the family record book or identity card or passport or birth certificate extract.
- For other nationalities: a photocopy of the residence permit, a photocopy of the last property tax statement on built and unbuilt properties, a bank or postal identity statement.
- Acknowledgement of receipt.
The President of the Departmental Council has a period of 10 days to:
- Acknowledge receipt of the file,
- Note that the file is incomplete and request the missing documents.
- The acknowledgement receipt provides the date of the registration of the complete file.
Examination of the application
Examining the request of a person staying at home.
A medico-social team is responsible for going to the home of the person who submitted the request.
Relatives of the elderly person may be present during the visit, as well as a doctor of their choice.
During the visit, the team assesses the situation and needs. The applicant is also informed about the APA, the obligations of beneficiaries (especially in the event of a change of situation) and home help services.
Examining the request of a person residing in a home
The home's medical-social team is responsible for evaluating the level of dependency of the person applying for the APA.
This assessment determines the ranking of the degree of dependence in the AGGIR Grid.
Classification decision
Based on the elemets collected and after examination of the file, the degree of dependence of the person visited is classified and categorised according to the AGGIR Grid.
Only categories 1 to 4 have entitlement to APA.
An assistance plan is proposed within 30 days of the date of submission of the application file. The plan includes:
- the AGGIR ranking proposed by the team,
- the financial participation rate requested by the user,
- for those falling in categories 5 or 6, they receive a report of the visit.
Response time
The applicant has 10 days to accept the plan or request changes.
If changes are requested, a final proposal is sent within 8 days.
The applicant has a further 10 days to accept or refuse the plan.
Please note: If there is not reply from applicant, the proposal is considered as refused after the 10-day period.
APPLICATION OF PERSONALISED AUTONOMY ALLOCATION (APA)
Principle
The allocation of the personalised autonomy allowance (APA) is decided by the President of the General Council.
The amount of the allowance is calculated according to the income of the applicant, their needs and the extent of the dependency.
The payment of the allowance depends on the applicant's situation (emergency allocation, payment date, person residing at home or in a home, etc.).
Attribution
The allocation of the APA is decided and notified to the applicant by the President of the General Council, after acceptance by the applicant of the proposed plan.
The President of the Departmental Council has 2 months from the filing of the application to notify the award. After this period, the APA is considered granted.
A lump sum is paid pending an explicit decision.
Opening date of rights
The rights to the allowance are open:
- for the person accomodated at home: on the date of notification of the allocation decision,
- for the person accomodated in a home: on the date of registration of the application file.
The person residing at home must send to the General Council, within 1 month following the notification of allocation, a declaration drawn up on the cerfa form no. 10544*02 detailing: the employee(s) hired, or the services of help they use.
Additionally, any change in situation should be reported and the required supporting documents must be provided.
Rising
Calculation of the amount of the allowance.
The amount of the allowance is calculated according to:
The needs identified by the assistance plan and the type of assistance required (in particular, payment for home help, payment for services provided by approved family carers, possible transport costs),
and the income of the applicant (certain resources being excluded from the calculation).
The calculation rules are different for people living at home or in a home.
Note: Resources excluded from the calculation
- Benefits in kind from health, maternity, invalidity, work-related accident insurance or granted under universal health coverage (CMU)
- Housing allowances, personalised housing assistance and the removal allowance awarded by the family allowance fund (Caf)
- Death benefit (Social Security)
- Lump-sum compensation paid following an industrial accident, as well as re-education premiums and honour loans paid by the primary health insurance fund (Cpam)
- Combatant's retirement and pensions attached to honorary distinctions
- Certain life annuities
Monthly amount
The maximum monthly amount of the APA depends on the dependency ratio:

The minimum amount is €27.66. Below this amount, the allowance is not paid.
Financial contribution of the beneficiary
A sum remains the responsibility of the beneficiary (the "user fee"), unless their income is less than €725.22 per month.
Versement
Attribution en urgence
Le président du Conseil Départementalpeut décider, en cas d'urgence, d'attribuer un montant forfaitaire égal à :
- à 644,04 € si la personne concernée réside à domicile,
- 50% du tarif correspondant à la dépendance des résidents classés en GIR 1 ou 2.
- Cette avance est soustraite du montant de l'allocation personnalisée d'autonomie versée ultérieurement.
Payment date
The first payment is made on the month following the allocation date
The APA is paid no later than the 10th of the month for which it is served.
In certain cases, a different modulation of the payments may be proposed by the medical-social team (payment in one instalment or several monthly payments for housing adaptation work).
Home resident
The allowance is paid to the beneficiary if they themselves hire the home caregiver or it's someone who is a member of the family (excluding the spouse, partner or person linked by a PACS).
If the home caregiver works for an approved association, the sum can be paid directly to them, with the agreement of the beneficiary.
It is also possible to use the universal service employment check (Cesu).
Resident in an institution
In principle, the APA is paid directly to the home.
However, a minimum amount must be left available to the person receiving the departmental social assistance:
- €93.26 per month for the person accomodated,
- €777.16 for the spouse, partner or person linked by Pacs living at home.
- The beneficiary can also request that the allowance be paid directly to them.
L’ARDH Assistance with returning home after hospitalisation
This system makes it possible to benefit, under certain conditions, from home help after leaving hospital.
This aid enables the support of human helpers (housekeepers, etc.) and technical or other assistance (accompanied transport, home repair, remote alarm, adapted telephone, ramp, non-slip mat, WC booster, grab bar, bath seat, day care, pedicure). The Personalised Autonomy Allowance (APA) is an allowance for the elderly.

Assistance to return home after hospitalisation (ARDH) is intended for those who:
- Retirees over the age of 55;
- Have temporary and urgent home help needs after leaving hospital;
- Have monthly income that do not exceed an income limit set each year.
Assitance for returning home after hospitalisation is not intended for people:
- Benefiting from the Personalised Autonomy Allowance (APA);
- Benefiting from a Home Hospitalisation (HAD)
- Receiving the Disability Compensation Benefit (PCH) or the Third Part Supplement (MTP)
- Relevant to palliative care.
A global needs assessment is carried out by the social service of the hospital which, after having set up the system, forwards the information to the social service of the Pension Insurance Fund and Occupational Health (CARSAT). CARSAT is part of the Social Security system and provides information on retirement, prevention of work accidents, etc.
Viveo is appproved by CARSAT
If this assistance is granted to you, the support is for a maximum of three months. In the month following the request, the CARSAT social service will carry out a home visit in order to make adjustments to the spport, if necessary.
This assistance is also granted to RSI policyholders, subject to income and the conditions of allocation.
To apply and for details of this service, you need to contact the social worker at the health establishment where you are hospitalised. The application must be completed before your discharge from the hospital.
The PAP Personalised Action Plan
Definition
The needs study or overall assessment carried out at the retirees home by a professional consists of analysing all the retiree's living and environmental conditions in order to determine:
- The existence of assistance needs for home care and prevention of the risks associated with aging.
- The nature of the responses to be provided in terms of financial assistance, advice or recommendations and the means to implement them.
The assessment is based on the AGGIR Grid (Atuonomy Gerontolgy Groups Iso-Resources) to define the level of autonomy of the person.
These diverse responses and solutions are fomalised in a Personalised Action Plan (PAP) in agreement with the retiree.
This Personalised Action Plan covers a blanket of services differentiated according to the level of autonomy, which can be made up of various supports (home help, remote alarm, carrying meals, accompanied transport, prevention workshops, etc.)

What are the conditions to be fulfilled?
- Present a situation of fragility in relation to age, income, social situation
- Be the main beneficiary of a pension from the General Social Security scheme (minimum age 55)
- Be a spouse, age at least 55, of a retiree
- Come under an iso-resource group in GIR 5 or 6 (level of autonomy) on the basis of the AGGIR Grid
- Excluded are those who do not meet the criteria of frailty, and those supported by another social action mechanism outside the Retirement Division - examples: Personalised Autonomy Allowance (APA); Third Party Supplement (MTP), Service Provider Specific Dependency (PSD), ACTP (Compensatory Allowance for Third Person), PCH (Disability Compensation Benefit)

Les aides de l'action sociale de la branche retraite sont octroyées dans le cadre d'un budget contraint dont le niveau des dépenses, pour l'année 2012, ne permet pas d'ouvrir de nouveaux droits.
